What Causes Itchy, Rashes On Legs And Joints?

Hi I have something like a rash on the side of my legs in the joints on the side of private area.It itches from time to time and I thought it was a problem when i shave but it still goes on.I put some fluocinonide ointment 0.05 on it and mexsana powder on it but the powder just drys it up and it looks like my skin pilled off and dry.
