What Causes Itchy Rashes On The Inner Thighs?

yes, I've been having a rash for months now in my inner thighs on each side of my vagina .It itches and I've been scratching so much. I never really thought about going to the doctor but its to the point where its spreading and i've been scratching skin but not bleeding. I'm not sexually active. I've never had sex. What should I do.
