What Causes Itchy Rashes Under Stomach Flap?

Hi Doctor, I have a rash under my stomach flap that itches. It comes and goes but this time it hasn't gone away and It is pealing over and over again. After it peals it is very sore and tender. I try soothing it with diaper rash cream. It helps to stop the soreness but not the pealing or making it go away. do you have any idea what is going on with me and how to make this rash go away?
