What Causes Itchy Red Blisters On The Arms , Legs And Chest?

I get itchy red weeping blisters like scald burns on legs arms chest forehead hands and feet when in hot countries doesn't happen all the time 3 x in last 14 years steroid cream moisturizers etc no effect what can I do I hate the snow and cold thanks
