What Causes Itchy Red Bumps On The Arms And Legs?

I have itchy red bumps on just my jegs and arms. When I scratch my skin it gets itchy red bumps on my skin. Theyre very small and only form around the hairs of my legs and near my elbows. Only the skin on my arms gets flaky but only occasionally. I have tried aloes and lotions but nothing has worked. It hasnt spread anywhere else and it isnt contagious either. Its not pussy but they bleed easily
