What Causes Itchy Red Bumps On The Clitoris?

I have small red bumps around and on my clitoris. These bumps itch. I am not sexually active at this time. I have had this problem before and visited my local gynecologist. However, I forgot what she told me. I have hydrocortisone, but am I supposed to apply it directly to my clitoris or around it? Because the bumps are on and around. Other than itch medicine, what else do I need to do? By the way, I have been using the same soap and fabric stuff for a while now, so I am not sure if that s the problem.
