What Causes Itchy Red Bumps On The Outside Of Eye?

Very often I get little red bumps on the outside of my waterline on my eye. They are painful and irritable. Its an itchy bruised type of pain. When ever they do come up, I may get two or three, one or two on each side, in different spots. Why does this happen? It even hurts when I blink
