What Causes Itchy Red Rash On The Sides Of Upper Chest?

I have had a rash that is mildly red on both sides of my ribs they have been there since I have had my surgery to have my tubes tied. Now both side of my ribs have a rash on them and its extremely itchy and sometimes hurts its been over a month now and I would like to know whats wrong?
