What Causes Itchy, Red Rash Patches On Leg?

I have 3 red rash patches on my left leg that are very itchy. Coupled with this, I also have the same rash in my pubic area. I have not had sex outside of my relationship and have tried a scabies cream and something prescribed by he dr neither of which have cleared the problem. When I scratch the affected areas it becomes raised and slightly bubbled in appearance. Then continued scratching leads to the area bleeding
