What Causes Itchy Red Spots Around Penile Head?

I have tiny red dots around my pee hole, and under the head of my penis, they are somewhat itchy but doens't hurt when I pee, ive been sexually active without use of a condom, but she told me she's been checked and she's clean, What could be the cause of this?
