What Causes Itchy Skin Rash In My Mother?

My Mother is 88 yrs old and has a terrible skin rash that drives her crazy itching. I called 8 different dermetolists that' is probably spelled wrong, and none of them would see Her because she is on medicare and medicade I have no one else to go to on this problem thank you Eileen
