What Causes Itchy Skin Rashes With Slightly Elevated WBC Count?

hello Sir, i have a itchy rashes for last 8 months it will comes and disappear in the skin. i will take avil tablet it will give some relax and it also make me to so sleepy. after few days it will come again. my CBC result is normal only i have slightly elevated WBC count only. please let me know what is the cause of rash how to treat this.
