What Causes Itchy Spot On Thigh Along With Dryness In Mouth?

a spot on my outer thigh first started itching and turning red and the next morning in looked more bruised and felt sore to the touch and a little warm. my lips and mouth have been dry and i have been drinking a lot of water but it doesnt seem to help. any suggestions
