What Causes Itchy Spots On Palms And Soles That Turn Into Blisters?

My palms of my hands and soles of my feet get little brown spots that seem to turn into white blisters then they dry out out and then eventually peel. My feet especially get itchy but my hands not as bad. My feet end up feeling really dry and scally. I massage in a greasy skin cream to try and stop them feeling really dry but both feet and hands peel. My hands seems to come and go and must admit my feet seem quite a bit better when I am in open sandals in the summer, although never completely disappears. Can you recommend anything for me to use that might help. When I spoke to my doctor about it years ago I was just told it might be caused when I get stressed and could be a form of eczema.
