What Causes Itchy Spots On Penis Shaft?

for the past few weeks i have had itchy spots on the shaft of my penis that spread up to just below my belly button. i am in a relationship and have reason to think it may be sexually transmitted. I am an healthy 21 year old and have had no previous medical problems.
