What Causes Itchy Spots On The Scrotum And Thighs?

I have six pea sized (boil like spots) that itch on my scrotum sack. My inner thighs and waist line also itch and appear to have a lot of small bumps. The first bump appeared 2 or three weeks ago and the others more recently. My thighs have been itching for about two weeks and my front waist line area about a week ago. I went to the doctor and he prescribed hydrocortisone cream. It helps with the itchy but it's not going away. I lift weights and play sports about 4 hours a day. From what I've read it seems to be a fungal infection maybe. Do you have any ideas of what it could be?
