What Causes Itchy Thigh And Vagina With Flaky Skin?

i have been itching my upper thigh here lately and sometimes in between the vagina and the upper thigh it itches. the skin becomes white and flacky. sometimes i do sweat, but i have had this for a couple of months now. i was just wondering if it is dry skin and what could i do to get rid of this. or is this an std or something
