What Causes Lack Of Development Of Testicles In A Teenager?

My son is 17 and three quarter years old. He is delayed in puberty but only in sexual organ development. He has grown tall in the last few months but has complained of no development in testicles. His testosterone is normal for a boy at age 15. What steps should we take next?
