What Causes Late Periods After Sex?

me and my girlfriend had sex about a month ago. the condom broke, so i went out and bought the plan b pill! she took it two hours after intercourse! she was soppossed to get on her period sunday but has yet to get on it. She has had cramps and has said thats he feels like it is coming but it doesnt! could she be pregnant?
