What Causes Leakage Of Urine Behind The Foreskin?

I know that this is abnormal, but what is the causation and what is the treatment for this problem. The man pees from the normal place in his penis, but also leaks from areas behind the foreskin. Apparently this has been going on for a while. Could a urologist help this man or do we need to seek help elsewhere
