What Causes Left Chest Pain Along With Numbness And Tingling In Arm?

My brother has been having pain on his left side by his chest( side) it makes his left arm to go numb and tingle and he can t breathe good . Can someone tell me what is wrong? He smokes cigarettes. 1 -2 packs a day. Drinks about 4 , 5 hour energy drinks daily.
