What Causes Leg Cramps, Disorientation, Throat Infection And Frequent Urination?

Hi Doctor, I hope I can explain myself well enough for you to understand my concern. My brother was given dialysis at age 52, 2 years ago, supposedly it was given for 6 months for liver problems. That was over 2 years ago. He is not diabetic and urinates frequently. His blood pressure goes up and he complained of feeling ill after dialysis. Since day one he has complained of leg cramps and feeling very disoriented. Lately dialysis has enabled him to walk forcing him to use a wheelchair and was given antibiotics for a throat infection. He has refused dialysis for 1 week up to date, he is urinating frequently, and has felt better and able to walk without a wheelchair. In the past he refused dialysis months at a time and has felt just fine. Should dialysis be cut back or stopped altogether? My brother has no primary doctor and I feel he is being lost in the dialysis system and by the way it seems he will die if we do nothing about his situation. Can you please tell me what to do and what ask a Doctor about my brothers condition?
