What Causes Light Yellow Discharge From The Belly Button?

My daughter is eight months old and I just discovered a light yellow substance in her belly button. It is an "outie." When I was trying to clean it out, she got upset and the belly button popped out. It looked like a small tube and seems to be healed shut. Should I be concerned?
