What Causes Lips To Burn And Peel White Flakes?

My lips have been burning and peeling off with white flakes periodically over the last 6 months even though I consistently apply vaseline. I thought it started with allergic reaction to L'oreal's pumping lip gloss, but I've noticed that I have no problems some days even when I use it for 4 days in a row, so I don't think that is the actual issue. Please help
