What Causes Little Bumps On Penis?

Hi, I have these little bumps on my penis, most of them pop like white heads but 3 will not pop. I'm 17 years old and there is never any itching or pain down there, so what could it be? It lines my shaft and goes up the sides on both sides. It's also on my testicles.
