What Causes Loosened Scrotal Sac?

sir i am ravinder kumar .. sir my scrotal sac become too loose. Bt there is no fluid collection , no mass collection i.e nothing except testicles. there is no pain at all. The only problem is that the sac become too much loose. It hangs upto anal opening while sleeping in supine position. Kindely tell me treatment.
