What Causes Low Noise In Ears?

hi, I am having a problem of slight hearing loss, and also some unknown low noice is coming in my ears. what could be the reason? when I consult doctor , he said have prblem of ET blockage, and has given some madicnes- but no result found...please advice us how to proceed furhter.
