What Causes Lower Side Testicular Pain With Erectile Dysfunction?

My husband has been having ed issues. He is having pain in his lower testes like he is being racked lightly squeezed. It looks like there is slight inflammation so we put an ice pack with cold tap water between legs under the scrotum after about fifteen twenty minutes he got an erections what could be causing this? Is there an artery that could be getting pinched off because he s had cold feet and now his feet are not cold?
