What Causes Lump Near Foreskin

Hey I am 26 years old and without any previous sexual intercourse experience. I have recently noticed a lump on top of foreskin but there is nothing underneath it. Its red lump about 1 cm in size. It s a bit shiny and pains if I were to touch it. Do you think it is something to worry about?
