What Causes Lump On Penis?

I am 18 years old. I noticed a bump on my penis about an inch from the base. It started out small and I tried popping it and clear liquid came out. It hurt the first couple of days I had it. Since it has gotten bigger but not as painful and there is no head to the mass where I could pop it. Any ideas what this may be?
