What Causes Lumps On The External Lips Of Vagina?

I have two red bumps on the outside lip of my vagina. This area has been tender for a week, and I noticed the bumps two days ago. There are no white heads, but I can feel a bump when I press on them. Does this sound like an infected ingrown hair, or genital herpes?
