What Causes Lumps With White Heads On The Vagina?

Hi, I have a daughter who just turned 15. She has bumps that look like pimples...most all of them have white heads. They are on on her vagina, on each side of her legs, and now are also on her legs. She said they itch occasionally. Can you help with this problem?
