What Causes Milk Discharge From The Breast When Not Pregnant?

Hi... i am 21 years of age, i am not pregnant and all of my prolactin, hormone and thyroid tests have come back normal. however, I am still producing breast milk in both breasts. It has been confirmed not to be an infection or anything to do with my hormones and now i am running out of options as to what it may be...help
