What Causes Moles And Itching On The Scrotum And Penis?

I have moles around the package area, none in my scrotum. Most of them are 3d like, the kind that pop out mushed together and surrounded by little ones. Sometimes they itch and sometimes they don't. Should i be worried? I have noticed some are going up the shaft of my penis as if it were spreading.
