What Causes Mucus Plug In Ears Along With Muffled Hearing?

I have mucus behind the eardrum &in front of eardrum. No pain muffled hearing &noises in ears now. Have been blocked now for 8 weeks. Have also flown & they have not popped. Tried nasal product &steaming to no avail. Getting me down now. Do you have to take antibioctics fod it even when you do not have pain? As thought you only take the antibiotics if pain &infected.
