What Causes Neck Pain With History Of Degenerative Disc Disease?

i have history of deg disc desease, c5- 6 incomplete fusion,,, but c4 is herniated. today after many years i have a new symptom. if u just rub softly your finger across the skin at the c4 level i scream. its like im rubbing a raw nerve. i was having pain there and touched it and saw stars ,usually my pain is internall in the neck but this feels like its on my skin. do u understand ????????
