What Causes Neck Skin Darkness And Dryness?

hello,i would like to know why my 18 month old baby's neck is dark whereas her face is fair. since birth her overall colour has changed...her face is very fair compared to her body but thats still ok the only annoying thing is her neck colour.her skin is dry.i use seba med baby products n olive oil for massage.
