What Causes Numbness And Tingling In Neck While Having Blockage In Medium Arteries?

Husband is experiencing numbness and tingling on left side of neck. Positive for Diabetes , High blood pressure and recently had a test done to view the arteries for blockages. Does have blockages in the medium arteries but the main arteries are clear
