What Causes Numbness And Tingling Sensation From Tongue To Chest?

I am experiencing a numb tingly feeling that starts with my tonque and spreads down my neck and chest and surrounds my entire head after a big stretch or laughing hard or sometimes just out of the blue. They last anywhere from 10-25 seconds and during that time everything sounds like it is in the distance and I am unable to move. I feel like I may be twitching slightly during this time but it may just be a sensation of nerves. Originally this would occur once a month or so and has progressed to 6-10 times weekly.
