What Causes Numerous Bumps Under My Skin?

hi, i have hundreds of lump or bumps under my skin all over my body, they feel like a fatty tissue and they never grow and they havent grown and ive had them for as long as i can remember there located on my forearms,amrpits, stomach ect any ideas on what it could be?
