What Causes Opacified Images Of The Ureter?

I had a CT IVP done recently for right sided pain. I have hydronephrosis as well. But the results say, "the distal ureters are not visibly opacified on the delayed images, but the bladder is well opacified and reveals no suspicious filling defects." Why wouldn't the ureters be visible then?
