What Causes Orange Spots On Penis With Initial Itching?

I have 3 orange to skin colored spots on my penis one on the head and the other 2 on the shaft. They been there little over a week at first they were more like bumps but they gone down and they did itch but I finally ignored them to were they stopped itching
