What Causes Outbreak Of Itchy Rashes On Arms And Shoulders?

I have had an itchy rash all across back of arms and across the back around the shoulder area. I changed detergent and I was blaming tomatoes and almost cut them out. Doctor ordered steroid cream been using for a weak and itch is a lot better rash is slowly disappearing. Doctor said it could be my blood pressure medicine but continue it.
