What Causes Pain And Extremely Chapped Skin Around Eyes?

Hello,The skin around my eyes is extremely chapped and hurts all of the time, especially every time I blink. I'm looking for a recommendation for a cream/moisturiser that is safe to use around my eyes. I'm outside in freezing weather for 40 minutes twice a day, so I really need something to prevent the skin around my eyes from being wind burnt and drying out all of the time. Thank-you!
