What Causes Pain And Skin Peeling Around Navel?

I am having sever pain around my navel. The area around my navel is very hard, the skin is peeling and its turning black. There is also a discharge coming out of the navel.I have also been running a fever. I have been to the ER twice and its only gotten worse. What do I need to do? What could be wrong?
