What Causes Pain And Swelling In The Left Arm Post Carotid Artery Surgery?

My 87 yr old father had carotid artery surgery on his right artery 12 days ago... he had has had pain in his right arm and thought that it was from the IV and he had a lot of bruising. there was not heat or swelling. in the last 2 days, the right arm and hand have been swollen, no heat. there is a 4 bulge on his lower arm and his had is still swollen... should he call his surgeon tomorrow or go the ER now?
