What Causes Pain In Arm Even In Resting Position?

My left arm can only raise up to my waist and is in pi an even when resting. Went to get xrays and nothing broken. Was given pain meds and relieased. It has been 5 months and only use my right arm. I was told it was aging. I cannot even comb my hatr and still painful. What can I do?
