What Causes Pain In Arms And At The Back Of Head?

Hi My sister have bad pain in her arms and back head she can not pick anything from any where and now she can not drive for long time cuz she feeling tired in her arms she did a MRI and all of exam action but noting show in her exam all of her exams are normal Pls help me how can we to help her and she has to prefer which doctor ?
