What Causes Pain In Biceps And Bulging Disc In Spine?

I was in a bad car wreck on 7/18/14 with a brain bleed, I have quite a bit of pain in my bicep areas of my arms. They say I have a bulging disc between 6and 7. also, I believe one other. I have been going to physical therapy for quite a few months. I have seen an Ortho and a Neurosurg, the Neurosurg want to do an EMG now, what good will that do?
