What Causes Pain In Breasts?

For the last two days I have been experiencing breast pain. I am going to be 21 in about a week. I am pretty flat chested, my mother said her breasts had not started growing until her early 20's, is this possible? Everything i read says breasts stop growing way earlier than 21. Thanks.
